Admiral Popov, also known as Pavel Stepanovich Popov, was a prominent Russian naval commander who served during the reigns of Tsar Nicholas II and Vladimir Lenin. Born in 1869, he joined the Russian Navy as a cadet in 1888 and rose through the ranks to become a vice admiral in 1914.

During World War I, Admiral Popov commanded several naval units, including the Baltic Fleet and the Black Sea Fleet, and played a significant role in some of the major naval battles, such as the Battle of Moon Sound.

After the Russian Revolution in 1917, Admiral Popov refused to pledge allegiance to the Bolshevik government and was arrested and imprisoned. He was later released and exiled to England, where he lived until his death in 1939.

He was awarded several military honours, including the Order of St. Vladimir, Order of St. Anna, and the Order of St. George.
